What is FIA?

•           FIA stands for Federal Investigation Agency of Pakistan(اردو نام: وفاقی محتسب ادارہ).

•           It was established in 1975 under the FIA Act, 1974.

•           Its main objective is to deal with smuggling, narcotics, currency offenses, and foreigners-related laws.

•           It also deals with immigration and passport offenses and crimes that have inter-provincial connections.

Historical Background of FIA:

•           A “Special Police Establishment (SPE)” was formed in 1942 during World War II to investigate corruption in the Supplies and Procurement Department of the Government of India.

•           After independence of Pakistan, it was named “Pakistan Special Police Establishment (PSPE)”.

•           In 1972, a report on Police Reforms recommended the establishment of a Federal Police Organization to deal with various criminal offenses.

•           The FIA Act, 1974 (Act-VIII of 1975) was promulgated on 13-01-1975, bringing “Federal Investigation Agency (FIA)” into existence.

An Act to provide for the constitution of a Federal Investigation Agency.

Purpose	To provide for the constitution of a Federal Investigation Agency for the investigation of certain offences committed in connection with matters concerning the Federal Government
Short Title, Extent, and Commencement	Short title is FIA Act, 1974. It applies to the whole of Pakistan and also to all citizens of Pakistan and public servants, wherever they may be. It came into force at once
Definitions	Includes terms like “Agency,” “Code,” “Director General,” “Provincial Police,” “Public Servant,” “Special Police,” “Specified Persons,” and “Rules”
Constitution of the Agency	The Federal Government can constitute an Agency for inquiry into and investigation of the offenses specified in the Schedule, including an attempt or conspiracy to commit, and abetment of any such offense
Superintendence and administration of the Agency	The Superintendence of the Agency shall conferred in the Federal Government, while the administration of the Agency shall vest in the Director General
Powers of the members of the Agency	The members of the Agency shall have powers relating to search, arrest of persons, and seizure of property throughout Pakistan. They may exercise any of the powers of an officer-in-charge of a Police Station in any area in which they are present.
Power to amend the Schedule	The Federal Government may amend the Schedule by notification in the official Gazette
Delegation of Powers	The Director-General may direct any member of the Agency to exercise his powers under this Act or the rules
Indemnity	No suit, prosecution, or other legal proceeding shall lie against the Federal Government, any member of the Agency, or any other person exercising any power or performing any function under this Act or the rules for any thing which is in good faith done or intended to be done under this Act or the rules
Power to make rules	The Federal Government may make rules for carrying out the purposes of this Act
Repeal	The Pakistan Special Police Establishment, 1948 (VII of 1948), and the Special Police and Provincial Police (Amalgamation) Order, 1962 (P.O. No.1 of 1962), are repealed
